基于试图找寻最近十几年来中国频繁出台面向中、西部及东北地区的倾斜性投资政策的原因,采用FC模型的投资空间计量分析,显示中国区域固定资产投资对经济增长的正向影响显著,存在显著空间集聚,即投资规模大的省份被投资规模大的省份所包围,投资规模小的省份被投资规模小的省份所包围,因而国家出台的面向中、西部地区及东北地区的倾斜政策对于减小区域差异是十分必要的。由此进一步提出了优化这类投资的建议:首先,中央应当持续加强对中、西部及东北地区的倾斜性投入;其次,应着力提高项目投资效率,加强投资过程科学化的监管;最后,应注重区域间协调互补,积极实施区域间产业转移。
Abstract：This paper tries to find out the reason of China's inclining policies frequently introduced to the Midwest from the spatial distribution perspective of investment. Spatial regression analysis based on the FC model shows that the influence of China's regional investment of fixed assets on the economic growth is positive significant,along with significant spatial cluster. The provinces with high investment scale are surrounded by high invested provinces,and vice versa. Therefore,these kinds of inclining policies applied to the middle,west and northeast regions of China are necessary to reduce the regional differences. The paper thereby puts forward some suggestions to optimize those kinds of investments: firstly,the central government should continuously strengthen such inclining investment; secondly,the government should focus on improving the investment efficiency; and lastly,more attention should be paid to regional coordination and regional industry transference.
